Inherit option not enabled by default for new folder creation

Description
When creating a new folder in LogicalDOC 7.1.3, the "Inherit security policies from parent" option is not enabled by default.
conf/context.properties has "default.gui.security.inheritoption=true"
I believe this worked in previous versions of LogicalDOC

this flag doesn't configure the default valuel of the checkbox, it simply allows you to hide or show the checkbox itself. It seems all ok, since an old version of LogicalDOC the checkbox - when shown - is unchecked by default.
