While it is possible to login in the system permalink doesn't work when there are not standard ASCII characters

Tested with FireFox? 55.0.3, Google Chrome 60.0 and Microsoft Edge 40.15063
It appears that Google Chrome Version 60.0.3112.101 correctly send the password and allows to download the document.
So currently there are 2 solutions:
1) Change the password and use just ASCII characters
2) Use Google Chrome
