Workflow does not start from the beginning

Description
In some workflows it appears thet the WF engine skip the start task.
This does not happen for all the workflows, just for some.
I noticed that in these WFs the start task is not the one with ID = 0

I tried to switch the IDs of the tasks, setting the ID of the start task to 0 but to no avail.
I also tried to clean the workflow from strange characters, but without result.
I tried to change the escalation and notify times but to no avail.

In the main log file there are no errors, once a document is added the workflow processor goes directly to the task "No Funds!"
