Metadata Preset Export/Import Issue

For a Template, I setup an attribute with the type as String, input mode as Preset. For the Attribute options, I built up a list by entering the values under Attribute Options. I Exported the values for use in another template's attribute preset. When I performed the import, values were populated, except the each of the values contained quotes. For example, Active was imported as "Active".

I understand that the exported CSV file contains the string entries with qoutes to separate each value, however, during the import operation, the quotes should not be included in the values.
