New tags limited to 20 characters

Description
When entering new tags (in free tag input mode) the system will refuse tags that have more than 20 characters. This limit ist too low for German legalese. A 30 character limit would be OK IMO.
On the other hand, the the Office Add-in accepts new tags that have more than 20 characters.
