New tags limited to 20 characters

Description
I have noticed that new tags are limited to 20 characters, which is not sufficient for German language. The message reads : "Warning - Some tags were not added because invalid".
When tags are entered via the Office Add-in, there is no such limit.

Not a bug but a GUI configuration, you can change it in Administration->Document metadata->Tags
