Notify of quota exceeded

Description
It would be good if administrators could specify users to be notified via email when quota is reached for a workspace.
And even better if you can specify additional threshold for notifications, e.g. send an email when 95% of the quota is used.
Settings per workspace would be great.

when the threshold is reached, a specific event is created, then the subscribed users are notified by the actual auditing system
