Description
Behavior:
One department sees the tags from other users or other departments. The list of possible tags comes very long, and sometimes specific Tags must not be seen by other users.
It is possible to assign a tag to a specific user/group - rule??

After a survey we detected that there is no real interest in implementing this. Our customers that has a multi-department organization use different tenants and so each tenants has his own tags set
