Double click to download documents in IE does not work

Description
When double clicking on document in Internet Explorer, the browser tries to open the file within the browser, rather than attempt to download a copy of the file. Tested in IE10 and IE11.
Firefox and Chrome work fine.

Right clicking on document and selecting download from the context menu works as expected in IE.
