Upgrade BIRT reporting to latest version

Description
The supported BIRT is a bit outdated (2022 - 4.9.0).
It would be best to upgrade to the latest version that is available from the Eclipse distribution website.
That is because the report models creatred with BIRT 4.18.0 are not compatible with LD 9.0
Currently latest BIRT version 4.18.0
