I am using LogicalDOC version 6.8.3
I tried updated the LogicalDOC Mobile app to version 1.3.2.31 and also updated IOS to version 7.1.1, but the problem still occurs.

You should check that the folder to which belog your documents has the download flag enabled for your user. This is a security permission that is now enforced on the CMIS implementation of LogicalDOC. (Select a folder then the Security tab on the right panel)

Permissions are all good. Using an admin account with full permissions.
I can view and download documents fine. The issue is with previous versions of the document under the version history.

Recently upgraded LogicalDOC to version 6.8.4. Now I cannot replicate this issue. I suspect a restart of LogicalDOC was what sorted out the connection issues.
Which version of LogicalDOC you're using?
This problem seems to have been fixed in LogicalDOC 6.8.3
